| New Mexico Evaluators' Board | President | Michelle Bloodworth, PhD, has over 10 years experience in program development, project management, research, and evaluation. Michelle's current work includes evaluations of state-wide education and health initiatives in New Mexico. She has extensive experience with both quantitative and qualitative methodologies and seeks participation of multiple stakeholder groups in designing and conducting program evaluations that lead to program improvement and organizational capacity building. She is the author of numerous published articles and chapters and has been a speaker at national and international conferences. |
| President Elect | Pam Verstynen - A retired high school teacher and currently a doctoral student in the OLIT department of the College of Education at UNM. After serving on the Board for a year as Vice President of Programs, Ms. Verstynen has come to enjoy the people who make up this organization and want to see its success continue to grow, within Albuquerque and the state. One of Pam's goals this year is to reach out to students at UNM who may not have been aware of our organization, but who would certainly benefit by being associated with us. She hopes to continue to work toward that goal as well as continue to expand the services and programs we offer our members. |
| VP of Finance | Carlos Romero Carlos Romero holds a Master’s in Business Administration and has over 15 years of experience in program planning and proposal development, evaluation design and implementation, and providing a range of technical assistance for educational and health programs in New Mexico. Carlos is President of Apex Education. Since 1999 Apex has helped secure over $40 million in grant funding for New Mexico schools and educational agencies. |
VP of Commun- ications | Barbara R. Ibanez, M.A. in Organizational Learning and Instructional Technology. Ms. Ibanez has over 25 years work experience in the field of disabilities, project coordination, training and development including mentoring over 400 trainers, authoring 50 curriculums and journal articles published. She has worked in private, non-profit; self-owned business; corporate; government; tribal and University settings Barbara specializes in providing stellar customer service, building rapport, designing communication systems, managing multiple projects, and developing programs and products. In addition to working at the Disability and Health Policy Division with the University of New Mexico's Center for Development and Disabilities. Barbara is sought-after instructor with the Division of Continuing Education. |
| VP of Membership | Nancy Carrillo - Dr. Carrillo is an evaluator with Albuquerque Public Schools and has served on the board for the past 3 years. This year Ms. Carrillo's goals for New Mexico Evaluators include greater service to evaluators outside central New Mexico, providing high quality workshops for all members, and streamlining administrative procedures. |
| VP of Programs | Michelle Osowski - Michelle is in her third year as a program evaluator with APS Research & Evaluation team of the Research, Deployment & Accountability Department. This position has provided, and will continue to provide numerous opportunities to apply the theories, methods and practices of evaluation in program, small and large organizational contexts. Ms. Osowski is in the semi-final stages of completing a doctorate in Educational Psychology, and has two masters degrees from New Mexico Institute of Mining & Technology (chemistry and science education). Prior to program evaluation she was a principal of a middle school and has been an assistant principal, athletic director, teacher and coach totaling approximately 22 years. In that time frame she has served in numerous board positions ranging from Most Involved Parent to President. Michelle is familiar with public service, values the possibilities, and looks forward to applying her talents, education and experience to New Mexico Evaluators. |
| Advisor to the Board | Barbra Portzline, Ph.D., is the Director of Organizational Development and Evaluation Practice for GenQuest, Inc., based in Albuquerque, New Mexico. For the past 15 years, Barbra has been providing consulting services to an impressive roster of government, education, non-profit and corporate clients in the areas of program evaluation, organizational change, training and professional development, instructional design, strategic design and quality enhancement. A strategic thinker and experienced change agent, Barbra has a proven history of improving organizational effectiveness. Her experience ranges from supporting large scale organizational change efforts to identifying and addressing barriers affecting initiatives to developing and implementing strategies that mitigate risks. Barbra is a results-driven project manager with a keen business sense. She is skilled at building relationships and collaborating with key partners to ensure projects are executed seamlessly and completed successfully within budget. A recognized expert in program evaluation, Barbra is active in evaluation activities both in the state of New Mexico and throughout the USA. She was a speaker at the national conferences of the ARC of New Mexico and the American Evaluation Association. She is currently advisor to the Board of the New Mexico Evaluators, as well as its former president. She authored several articles on program evaluation and taught it at both the graduate and undergraduate levels at The University of New Mexico. Barbra earned a doctorate degree in Organizational Learning and Instructional Technologies from The University of New Mexico. |
